- Filing Procedure: Secretary of state announces by Nov. 27, 1995, the names of
nationally recognized candidates to be placed on the ballot, but can add more
names until Jan. 22. Other candidates must submit petitions signed by 1 percent
or 500 of the registered Democrats in each district, whichever is fewer.
