WASHINGTON (CNN) -- The Washington Post and the New York Times have agreed to publish the elusive Unabomber's manifesto, complete and unaltered.

The 35,000-word manuscript, published as an eight-page insert titled "Industrial Society and Its Future," is being distributed in Tuesday's Post. Both newspapers have agreed to split the cost of publication.

The Unabomber, whose letter bombs have been linked to the deaths of three and injuries to nearly two dozen, demanded in June that one of the two newspapers print the manifesto, threatening to continue the mail bombs if they did not do so by Sunday, September 24.

Attorney General Janet Reno and FBI director Louis Freeh recommended publication of the manuscript for public safety reasons.

Both newspapers printed excerpts from the manuscript last month. A statement issued by Post publisher Donald Graham and Times publisher Arthur Sulzberger said the document would be published in the Post because of its "mechanical ability to distribute a separate section in all copies of its daily newspaper."

Publication of the manuscript is certain to re-ignite a public debate, sparked by the Unabomber's original demand, over whether publication of the document would provoke copycat actions by other groups.

The Unabomber, who is considered the most wanted man in the United States, has eluded capture for 17 years. But last month, the FBI reportedly uncovered a partial set of his fingerprints.

The Unabomber's last letter bomb killed a California timber industry lobbyist last April.
