WASHINGTON (CNN) -- The National Office of Drug Control Policy has completed its recommendations on how the federal government should respond to new California and Arizona laws that allow sick and dying people to use marijuana, LSD or heroin for medical purposes.

Officials wouldn't discuss the recommendations until President Clinton has signed off on them. But administration sources say the office wants the federal law forbidding the use or possession of marijuana to continue to be enforced.

Clinton may act on the recommendations this week. The source said the office wants anyone in California and Arizona whose jobs are affected by federal law -- including doctors, pilots and interstate truck drivers -- to lose federal licenses or permits and face other penalties if they use marijuana. Under federal law, doctors cannot prescribe the drug.
